Political, social and economic reforms commenced with transition of Mongolia into a market economy system. In the 1990s, the rapid changes in the political and economic system of the country brought up a huge number of social problems and a need for a system, services and experts for their solution. Thus a condition for the development of the profession of social worker was created. Following the changes in the society, a need for change of the former social welfare system emerged.
