In the twenty-first century self-regulated learning, requires the development of independent learning skills for all grade levels of students. In based on previous national educational philosophy, this concept was unclear and now researchers in Mongolia are only beginning to speak of such skills. The purpose of this in-progress study is to investigate how to support the independent learning skills of students who are studying to  become teachers. The first phase of the paper identifies what kind of learning skills are included in independent learning skills, then to follows with a criteria of independent learning skills for university pre-service students based on a review of literature. The final phase of paper involves the plan for collecting and analyzing data according to designed criteria for evaluating the Mongolian students’ independent learning skills based on the research-based criteria. The result from this study will be to report on the best methodology for pre-service students to acquire independent learning skills during their study at university.
