This
paper discusses possible modifications to the teaching licensure program
curriculum for primary and secondary school teachers in Mongolia. Teaching
license and certification program for all primary and secondary school teachers
(n≈4000-4500) teaching for 1 year, 5 years as well as 10 years in public and
private schools is conducted to award or renew teaching license by the Institute
of Teachers‟ Professional Development (ITPD) affiliated to the Ministry of
Education, Culture and Science (MECS), Mongolia during mid-term breaks. After
the teaching license renewal in the 10th teaching year, there is no other obligatory
teaching licensure program on the subject matter for school teachers in the
country. Since 2012, its curriculum has been implemented and this sandwich
course lasts for 50 days (15 days online + 5 days in the classroom + 30 days
for online learning in workplace or secondary schools). MECS sets the program
objectives and mainly ITPD instructors called methodologists and guest faculty
conduct the program. The certification program consists of four modules such as
education policy, methodology of teaching the subject matters, professional
ethics and ICT application in learning and teaching. In reality, the entire
program mainly focuses on pedagogy or methodology of teaching the subject
matters. In addition to it, in some other in-service training or workshops,
approximately 60-70% of the expenses are for travel costs for participants in
this vast landlocked country. Thus it focuses on the teacher’s essential
qualifications of ICT and its standard required in the Internet era in the
country. Undoubtedly, ICT competency in teacher education not only helps
maintain effective continuing professional development but also makes a
significant contribution to save time and money for in-service teacher training
in the unique teaching and learning environment in far remote areas in Mongolia.
