It forms the basis of present educational reform in the world, hence almost all efforts and measures for the teacher’s professional development are moving toward to these directions, recognizing the importance of the national sovereignty over education and the unevenness and diversity of stages of development of domestic systems as a whole especially to assure the quality of education.
