This paper discusses possible modifications to the teaching license and certification program curriculum for secondary school English teachers. Teaching license and certification program for all primary and secondary school teachers teaching for 1 year, 5 years as well as 10 years in public and private schools is conducted to award or extend teaching license by Institute of Teachers’ Professional Development (ITPD) affiliated to the Ministry of Education, Culture and Science (MECS), Mongolia during mid-term breaks.  After obtaining the teaching license in their 10^th year, there is no other obligatory teaching licensure program on the subject matter for school teachers. In order to contribute to the further improvement in the teaching license and certification program for secondary school ELTs, three programs for three different batches of ELTs are proposed in the paper and it mainly focuses on ELTs’ professional and self-competence.
